Quarterly access reviews per the Access Control Policy. Each review file lives in this directory and is preserved as the audit-trail of "who had what access when."

The first review (2026-Q2) initiates the cadence. Subsequent reviews are created at the start of each quarter window by copying the prior quarter's file and updating the contents.
